Connection Initiatives

AEMO has established the Connection Initiatives program to develop a number of policies and guidelines, in consultation with the energy industry, aimed at improving and clarifying the process for connections and augmentations in Victoria.

 

Cost Allocation Policy for New and Existing Terminal Stations

The Cost Allocation Policy for New and Existing Terminal Stations outlines how AEMO intends to allocate the costs related to establishing and augmenting a multi-connection terminal station between multiple connection applicants.  The policy includes a number of worked examples to demonstrate how the policy would be applied in practice. A complementary paper, Application of RIT-T to Multi-connection Terminal Stations, steps the reader through an example of how AEMO intends to apply the Regulatory Investment Test for Transmission (RIT-T) as part of the cost allocation process.

Guidelines for Establishing Terminal Stations

The Guidelines for Establishing Terminal Stations outline AEMO’s Guidelines for the selection, establishment and development of new terminal stations.

AEMO has developed the Guidelines for Establishing Terminal Stations to explain the approach AEMO takes during the establishment or development of a terminal station. These Guidelines are primarily aimed at providing information to applicants wishing to connect to Victoria’s transmission network at voltages of 220 kV or higher.

The Guidelines will help connection applicants determine:

  • the need for and location of the terminal station;
  • the size and configuration of the terminal station; and
  • the site and easement access requirements.

Guidelines for Shared Transmission Connections

These Guidelines have been developed to promote the optimal development of connections of new generation to the Shared Transmission Network in Victoria at the voltage levels of 500 kV, 330 kV, 275 kV and 220 kV.  They are consistent with AEMO’s current long-term network development plans, the NER, current transmission and generating plant technology and operational practice.

AEMO has prepared these Guidelines to assist connection applicants in understanding the issues that can arise and the potential problems faced when seeking to connect to the Declared Shared Network in Victoria.

Policy for the Active Management of Interacting Connection Applications

The Policy on the Active Management of Victorian Connection Applications outlines the way in which AEMO will determine the order for the connection of ‘interacting applications’ to the Victorian Declared Shared Network (DSN).

AEMO defines interacting applications as two or more applications seeking to connect to a particular part of the DSN concurrently. 

AEMO has developed this policy to ensure that we apply a fair approach to connecting interacting applicants in Victoria within the Rules framework. This is because the order in which applicants connect is important, with potential technical, physical and financial implications for the applicant that connects subsequently.

Victorian Connection Initiatives:  Response to Consultation July 2011

This paper outlines AEMO’s actions in response to issues raised by stakeholders in relation to the:

  • Guidelines for Establishing Terminal Stations
  • Guidelines for Shared Transmission Connections
  • Policy for Active Management of Victorian Connection Applications

The publication of these documents has been delayed until AEMO has consulted on its proposed Cost Allocation Methodology, due to be released for consultation in early October.
