      • AEMO operates gas retail markets in New South Wales and the Australian Capital Territory, Queensland, South Australia, Victoria, and Western Australia. AEMO also operates wholesale gas markets in south-eastern Australia, those being the Declared Wholesale Gas Market in Victoria (DWGM), the Short Term Trading Market in Adelaide, Brisbane and Sydney (STTM), and the Gas Supply Hub (GSH), whose trading locations are based at Wallumbilla in Queensland, and Moomba in South Australia. AEMO also operates the Natural Gas Services Bulletin Board (GBB), and is system operator of the Victorian Gas Declared Transmission System. AEMO is also responsible for Gas Services Information functions in Western Australia.

  • On 1 December 2016, AEMO issued directions to generators in South Australia and Victoria.

    In accordance with NER Clause 3.15.7A (b1) for services other than Energy and Market Ancillary Services, AEMO is required to appoint an independent expert to assess and determine the compensation for those Directed Participants. AEMO also received additional intervention claims from Directed Participants and Affected Participants that exceeded the $100,000 aggregate threshold (NER Clause 3.15.7B(c)(1) and 3.12.2 (l)(1)), and must therefore be determined by an independent expert.

    AEMO nominated an independent expert on 30 January 2017 with no objections received. AEMO then appointed Mr. Euan Morton at Synergies Economic Consulting as the independent expert to determine compensation for Directions in South Australia and Victoria on 1 December 2016.

    Following the final determination of the fair payment price under 3.15.7A for the two Directions for services other than Energy and Market Ancillary Services, both Directed participants submitted claims for additional compensation under 3.15.7B of the Rules.
