ElectraNet is taking reliability corrective action in order to ensure that it meets the revised reliability standard set out in the Electricity Transmission Code (ETC) with respect to the Dalrymple connection point. The revised ETC increases the reliability standard applying to Dalrymple beyond 1 December 2016.
Reliability corrective action is required to ensure that, in the event of an unplanned outage of the existing 132/33 kV transformer at Dalrymple, ElectraNet can ensure uninterrupted supply in accordance with the revised reliability standard.
The Project Assessment Conclusions Report (PACR) has been prepared by ElectraNet following the publication of a Project Specification Consultation Report (PSCR) in April 2013.
No submissions were received in response to the PSCR.
ElectraNet has not prepared a Project Assessment Draft Report (PADR), as all of the relevant conditions for an exemption under NER clause 5.16.4(z1) have been satisfied.
The PACR has identified the following preferred option for implementation:
Extend the existing Dalrymple connection point substation site and install a second 25 MVA 132/33 kV transformer. The ElectraNet costs are estimated to be $21.2 million and SA Power Networks costs are estimated to be $5.6 million.
The total estimated capital cost (in 2013/14 dollars) of option 1 is $26.8 million.
