The Generating System Design and Setting Data Sheets (‘Data Sheets’) and the Generating System Model Guidelines (‘Model Guidelines’) are published below and take effect from 29 February 2008.
The Model Guidelines and clause S5.2.4(b)(6) of the National Electricity Rules (‘Rules’) make reference to the provision of model source code in an unencrypted form suitable for at least one of the software simulation products nominated by AEMO.
Under these arrangements, AEMO’s preferred form of model source code in an unencrypted form, for which AEMO will not charge a fee, is:
- PSS®E version 32 models in the form of FLECS or FORTRAN code (PSS®E is a product of Siemens Power Technologies International)
Other forms of model source code in an unencrypted form which AEMO will accept, but for which AEMO will charge its reasonable costs for conversion to AEMO’s preferred form, are:
- PSS®E models in the form of FLECS or FORTRAN code for any version other than version 32
- PowerFactory in unencrypted layered model block diagram format, for any recently published version of Powerfactory (Powerfactory a product of DIgSILENT GmbH)
In situations where generating system models are not available in AEMO’s preferred form, but are provided in one of the other acceptable unencrypted formats, AEMO must convert those models to its preferred format in order to carry out necessary technical investigations. Typically, the time required for conversion could be as high as one month, but for extremely complex models, this might take longer. The costs associated with any model conversion will be charged to the respective generators as per “Schedule of fees and charges for generator connection”. For the purposes of clauses 5.3.4 and 5.3.4A of the Rules, the time taken by AEMO for any software conversion does not form part of the mandated response times for AEMO following submission of an application to connect.
AEMO will consider other unencrypted formats for conversion to AEMO’s preferred format, but acceptance will be at AEMO’s discretion.
